Let's Encryptのcertbotを実行したときにこんな感じのエラーが出る時、
python-pkg-resourcesを再インストールすることで（多分）解決します。

$ sudo apt-get remove --purge python-pkg-resources
$ sudo apt-get install python-pkg-resources
